David Wagner, FACHE
Chief Executive Officer
David S. Wagner, FACHE joined HCA’s Pearland Medical Center as its Chief Executive Officer on August 8, 2016. David has over 30 years of healthcare experience and has most recently served on the executive team at Saint Francis Health System located in Tulsa, Oklahoma. While in the role of Vice-President, Wagner had corporate responsibility for Home Care services, facilities, construction, and support services departments. While serving Saint Francis Health System, Wagner’s leadership contributed to the construction of a $206m building/tower addition representing 150 inpatient beds, new Emergency department, hospital lobby, Chapel and Convent totaling approximately 500,000 square feet of new space to the 1,112-bed flagship Saint Francis Hospital.
Prior to joining Saint Francis Heath System, David served as the Vice-President at Christus Spohn Health System and Administrator for Christus Spohn Hospital - Beeville located in Beeville, Texas. David also held senior management positions at Good Shepherd Medical Center, Longview, Texas and Presbyterian Health System located in Dallas, Texas.
David’s community involvement includes his participation in the National and Southeast Texas chapter of the American College of Healthcare Executives, where he has achieved the credential of Fellow in this professional organization. David also serves as a board member of the Pearland Chamber of Commerce and the Northern Brazoria County Education Alliance. David is frequently a guest speaker at the Texas Women’s University – Houston and the School of Public Health, University of Texas Health Science Center at Houston for the graduate studies programs in healthcare administration.
David earned his Bachelor of Science in Psychology from Texas A&M University and his Master of Science in Healthcare Administration from Trinity University, San Antonio, Texas. David and his wife, Karen are proud parents of two children, Jackson and McKenna.

Kevin L. Fuller, Chairman of the board
Kevin Fuller began his career in public accounting and spent more than a decade in corporate finance, managing the assets and investments of public and private institutions and corporations. Having had a successful career in corporate finance, Fuller decided he could find more satisfaction by helping others, so he began a career as a financial advisor, working with individuals, families and small businesses.
Fuller and his family are deeply rooted in the Pearland community. He believes in getting involved in–and giving back to–the local community. He completed the Leadership Pearland program through the Chamber of Commerce. He has also served on the boards of the Rotary Club of the 288 Corridor, the Vic Coppinger YMCA and the Northern Brazoria County Education Alliance. Fuller is also a founding board member of the Pearland ISD Education Foundation.
Fuller is also active with the Pearland Chamber of Commerce, where he serves on its executive board as the director of community development.
He earned his bachelor’s degree at the University of Houston – Clear Lake.
Rushi Patel, Board Member
Rushi Patel is an active leader in the growth of the Pearland area. He currently serves as the chairman of the Pearland Economic Development Corporation, as the vice president of the Pearland Municipal Management District No. 2 and as a member of the American Institute of Certified Public Accountants. In the past, he has also served as the president of the Pearland Adult Reading Center and secretary/treasurer for the Pearland Chamber of Commerce.
For more than a decade, Patel has been the vice president of operation and finance at Omkar Enterprises Management. Previously he worked with PricewaterhouseCoopers as an audit and tax associate.
Mr. Patel earned both his Bachelor of Science in Business Administration and his Master of Taxation at the University of South Carolina.
Troy Villareal, Board Member and HCA Houston Healthcare President
Troy A. Villarreal joined HCA Houston Healthcare as president in June 2016 from Medical City Dallas Hospital, where he had been chief executive officer since October 2013. Before that, he was the chief executive officer at The Medical Center of Plano for five years.
He earned his bachelor’s degree in psychology at Texas A&M University and master degrees in health care administration and business administration at the University of Houston-Clear Lake. He is a fellow in the American College of Healthcare Executives.
Villarreal has a strong history of community service. He is a graduate of Leadership Plano Class 27 and formerly served on the executive committee board, strategic planning committee and alumni committee of Leadership Plano. He also has served on the board of the Plano Chamber of Commerce as campaign cabinet chair for Collin County and as a member of the advisory board of the United Way of Greater Dallas.
Since joining HCA in 1993, Villarreal has been responsible for major facility upgrades, significant growth and increased patient, physician and employee satisfaction at a variety of HCA hospitals.
